HMIC report: Police 'damaged but not broken'

HM Chief Inspector of Constabulary, Tom Winsor, says the police service in England and Wales has been "damaged" but not broken by a series of scandals which have affected the public's trust in policing.

Mr Winsor's comments come in the first ever annual assessment of policing.
