Benefit cap 'not achieving aims'

A cap on household benefits may not achieve its goals of encouraging people into work and saving taxpayers' money, a study suggests.

The Chartered Institute of Housing research shows just 10% of affected households were known to have found work, and half were receiving other council support to make up for lost benefits.

The government said the research "relied on early and limited data".
