Cameron: PCC turnout 'was always going to be low'

Prime Minister David Cameron has defended the first police and crime commissioners election in England and Wales, following a low turnout.

Numerous areas have confirmed turnouts ranging from 13-20%.

Mr Cameron said numbers were "always going to be low", insisting those elected would still "have a mandate".
