Disability benefit cuts 'could breach human rights law'

New assessment tests are planned to help the government decide where to make cuts in disability benefits.

Ministers are also consulting on plans to replace the Disability Living Allowance with a new Personal Independence Payment.

Another of the proposals being considered is scrapping the mobility allowance for care home residents.

But legal experts believe the changes could be in breach of human rights laws.
