Fees to rise for non-Scottish students north of border

The Scottish government has rejected tuition fees for its citizens studying at home.

But it has confirmed it is considering a substantial hike in the cost of a degree for students who come to Scotland from other parts of the UK.

In a statement in Holyrood this afternoon the Scottish Education Secretary Michael Russell attacked the Westminster coalition government's plans to increase fees in England.
