Elderly and disabled not receiving 'dignified' home care

Elderly and disabled people are not being cared for in a dignified manner because home visits are often limited to 15 minutes, according to a new report.

Official guidelines released in September say vulnerable people should normally be seen for half an hour.

Council leaders blame financial pressures, and say there are times when short visits are enough.
