Health minister: NHS needs 'modern' pay system

Unions have criticised moves to halt a 1% pay rise for all NHS staff in England, after the Department of Health said the increase was unaffordable alongside the current system - which sees many staff receive incremental annual rises.

Speaking to the BBC, Health Minister Anna Soubry argued that the NHS needed a "modern, fit for purpose" pay system.
