Banksy mural 'belongs to the government'

The Banksy Spy Booth mural in Cheltenham belongs to the Secretary of State for Transport rather than the owner of the house it is on, it is being claimed.

A retired chartered surveyor believes the wall is owned by the government but the homeowner, who is trying to sell the artwork, is seeking legal advice.
