Overseas collectors 'undermine' efforts to save UK art

Efforts to keep some of the most important works of art in Britain for the nation are being undermined by overseas collectors, the BBC has learned.

Regulations governing export licences are being increasingly ignored, with some critics saying they amount to little more than a 'gentlemen's agreement'.

So are people who give money to help save works for museums being misled?
