Do teachers need to be qualified to be effective?

The Labour shadow education secretary Tristram Hunt has made the bold claim that you need more qualifications to flip burgers in Britain than you do to teach children here. He argues that all state school teachers should all either have undergone specific job training or be embarked upon a course.
