Labour anger over plans for a 'two-tier' education system

The government has set out its plans for a major overhaul of education in England - including changes to exams, teacher training, the inspection system and school targets.

The Education Secretary, Michael Gove, told the Commons the reforms centred on the quality of teaching.

But in reply the shadow Education Secretary, Andy Burnham, said that the changes would create a two-tier education system.
