The full interview by the BBC's political editor Nick Robinson with Lord Browne on his recommendations to remove the cap on tuition fees for universities in England.

The proposals call for the £3,290 cap on fees, which students borrow in loans, to be scrapped and replaced by a free market, with charges of up to £12,000 a year for a degree course.

Universities that charge more than £6,000 a year would lose a proportion of the fee to help cover the cost of student borrowing.
