IDS: Raising tax threshold a 'down payment'

Chancellor Philip Hammond is to release his Autumn Statement on Wednesday, amid calls to abandon planned cuts to Universal Credit, due to come into force in April 2017, which critics say will hit people who are "just about managing".

The former work and pensions secretary Iain Duncan Smith tells the Today programme the chancellor "wants to give a strong indication they want to help those who are struggling."
