Osborne takes 'realistic' view over surplus target

Chancellor George Osborne has abandoned his target to create a budget surplus by 2020.

In a speech he signalled his intention by saying there is a need to be "realistic" over the target, given a "significant negative shock" to the economy caused by the Leave vote in the UK referendum.
