The capital of Venezuela has the dubious distinction of being one of the most violent cities in the world.

President Hugo Chavez has come under criticism for not tackling the rampant crime in Caracas.

Now the government says they are rolling out a new police force - armed with greater resources and improved training. But will it be enough to bring the crime rate under control?
