Naomi Ellenbogen QC’s role in the On-Air Review
In response to a number of queries and external comments regarding the role of Naomi Ellenbogen QC in the BBC’s On-Air Review, we set out further details below.
PricewaterhouseCoopers (PwC) have been assisting the BBC to understand historic challenges in relation to fairness and equality of pay. They have also, at the BBC’s request, proposed a new framework for determining the pay of people working on-air.
The BBC will now be consulting directly with staff and with its Joint Unions to obtain feedback regarding PwC’s proposals. We will then develop a final set of proposals, on which we shall seek independent input and oversight from Naomi Ellenbogen QC. Naomi will be working with Jeremy Lewis, also of Littleton Chambers.
Since November there have been two preliminary meetings with Ms Ellenbogen QC and Mr Lewis, to let them know, in broad terms, what we and PwC have been doing. Their substantive involvement will only begin once we have published draft proposals for consultation. This will enable them to consider both the BBC’s proposed approach and the responses received from staff, before providing their input. They will then provide the BBC with independent guidance on the pay framework in terms of gender equality requirements, and any further steps that we should take.
