On the whole, an excellent story. Very good characters in an excellent, sometimes James Bond, plot. This is a perfect example of how a story can completely turn around your preconceptions of a typical Who story.
Because it features the Seventh Doctor and Sarah, you expect them to be together relativly early on, however this not the case. You also find yourself wondering what side he is actually on.
There are some scenes which were quite clearly added to make up the numbers and a couple of characters who you only see for a few scenes, but it all adds to the flavour of the story. A very good read. We want more like this.
