Four months on, the attempt to pass a second resolution fell apart in acrimony. It was apparent that no amount of clever drafting could hold things together when American objectives were fundamentally at odds with those of much of the rest of the international community.

In the aftermath, all the structural faults which traditionally bedevil international relations reasserted themselves with a vengeance.

The suspicion that had long been beneath the surface in Franco-American
relations became something close to open hostility.
