James Griffiths, the son of a Betws blacksmith, on the creation of the Welsh Office In October 1964, after 13 years of Tory rule, Labour were back in government. Prime Minister Harold Wilson appointed Jim Griffiths, the 74-year-old Labour MP for Llanelli, as the first Secretary Of State for Wales. It was an office of cabinet rank and brought with it the task of creating the Welsh Office in Cardiff. Griffiths was a devout chapel member and socialist, a Welsh speaker who had seen the General Strike of 1926, and favoured more devolution for Wales.
