SHOULD JAIL TERMS OF LESS THAN 12 MONTHS BE SCRAPPED? UK jails are cash strapped and overcrowded and the President of the Prison Governors' Association, Paul Tidball, says there's potential for state prisons "to blow". An estimated 65,000 extra offenders could avoid jail each year if prison sentences of less than a year are ditched. So has the Government's penal policy failed? Should prison be reserved for those of highest risk and would it lead to more people being given longer sentences? Is that a bad thing?
