The ITACA centre, in the former Hesketh pub is run by Abergele Youth Action group, set up to tackle anti-social behaviour.
ITACA stands for Information Technology and Coffee And. The hope is that access to the latest computer facilities will make youngsters less likely to take part in anti-social behaviour.
The centre's open from 3pm to 6pm daily at present and has had funding from a range of bodies, including the EU Objective One scheme.
Aled Hughes, one of the centre's trustees: "We hope to attract youngsters in off the streets. There are all sorts of possibilities here. There is room here for groups to come in for different courses, or for individuals to come in here off the street to relax as they have a cup of tea."
Linda Tavernor, Youth Action Abergele: "We feel this is a brand new animal - the next generation on from the impersonal Internet cafe. We are serving the whole community, especially youngsters. I hope it will represent a realistic route in the battle against anti-social behaviour."
Sian Jones, Urdd leader: "I think it's a fantastic facility. It provides an opportunity for children to come and do their homework, or just to meet up with their friends."
