Judge's Lodging - 1920s

Herbert Thomas from Stroud in Gloucestershire sent us this photograph of the Judge's Lodging at around 1920 and asks if anyone recognises the people on the steps:

"I enclose a photograph I believe was taken outside the Judge's Lodgings at Presteigne on a Polling Day in about 1920. The man in the top hat is probably my Great Grandfather Richard Morris.
He was born 25 Feb 1837 and lived at NORTON for many years. He was the Blacksmith and in later life lived at Rowley Farm, Presteigne. The lady at the front I believe is his daughter Elizabeth 'Bessie' Morris.
The man may be a Major Thompson who may have been the Returning Officer and the other lady is probably his wife. Maj. Thompson was killed in the First World War and his two sons in the 2nd World War.
I would welcome confirmation of the above or any other background information."
