Permanent Secretary to the Home Office and the civil servant placed in charge of the 456 incident. Passionate and driven, his job becomes increasingly difficult when all around him begin to shirk any responsibility for the disaster unfolding around them. He is married to Anna, and they have two daughters, Holly and Lilly. He is assisted by the ever-loyal Bridget Spears and newcomer Lois Habiba.
