Jake Howells' two disputed second-half penalties earned Luton Town their second league win of the season.
Luton would have been ahead if Howells had converted two close-range chances either side of Harriers striker Joe Lolley forcing a save from Mark Tyler.
Howells eventually gave Luton the lead in the 70th minute, after Paul Benson was fouled by keeper Danny Lewis.
His second spot-kick 11 minutes later came following defender Josh Gowling's challenge on Andre Gray.
Luton had proved wasteful after the break as a string of good openings went begging, Luke Guttridge, Benson and Gray all going close.
But it took what looked a soft penalty decision to earn the Hatters their breakthrough on 70 minutes, when Lewis was adjudged to have brought down Benson.
And, when Gray went to ground under the challenge of Gowling, referee Kevin Johnson again gave the penalty, on the say-so of the linesman, and Howells once again converted from the spot.

Kidderminster Harriers left-back Mickey Demetriou told BBC Hereford & Worcester:
"The last time we lost two in a row was a year ago and the lads are very disappointed. We know we can play better.
"It was a couple of sloppy penalty decisions. I can see why the ref has given them but they're still a bit soft.
"The first one Chey Dunkley's touched the ball back and Danny's just stood his ground, so what more can he do? He can't get out of the way it's happened so quick.
"For the second one, the linesman's given it more than the ref. Their striker was bit surprised it was given."
Luton manager John Still told BBC Three Counties Radio:
"We've done great the last couple of games. We're not the best team, but what we are doing is just getting better and better and gradually we'll keep improving it, working hard and hopefully putting on performances like today.
"It's important that while I build this that I build it in my own time and my own way and gradually add things bit by bit. Once we get the proper foundations all in place we can start growing it. As good as it was today we're only building the foundations."
"I thought he [Paul Benson] was fantastic. His work rate is phenomenal, his touch is great and he's a clever player. For a debut you wouldn't do better."
