"I'm not here to play at it. The owners are serious with regards to what they want to do," Davies continued.
"Their ambition is absolutely clear. They've already brought in 14 players, which should answer lots of questions."
And Davies believes that everyone at the club needs to work together in order to bring about the owner's vision of Premier League football at the City Ground.
"In my meeting with the chairman, I can see clearly he is a winner," he added. "In the chairman's meeting with myself, I'm sure he can see I'm also a winner, and together we want to win.
"[I want fans to] get behind the club, get behind the chairman and get behind the people that own the football club. Get behind what starts now as a great challenge to take this club to the Premier League."
Forest chairman Fawaz Al Hasawi added that he felt that in Davies, the club had a manager that knew the Championship inside-out.
"Billy Davies is one of the best managers," Al Hasawi said. "He took us to the play-offs twice, Derby to the Premier League and Preston to the play-offs twice."
"He knows the league very well and he's very familiar with the club. We bought the club in July and we hired different managers, but finally we have Billy Davies.
"And now I hope we achieve what we want to achieve."
