The game was to be held in the United States at the 40,000-seater Rentschler Field in East Hartford, Connecticut.
Samuel Sampson, a spokesman for Singapore-based promoter Ricky Swen and his company, Swen Labels International, said only 120 tickets were sold.
Football Kenya Federation hopes the game will be rearranged.
Kenya are keen to play the match as preparation for their 2014 World Cup qualifiers.
