Olympic captain Cedric Boussoughou is joined by Remy Ebanega, Henri Ndong and Bordeaux midfielder Andre Biyogo Poko.
St Etienne star Pierre-Emerick Aubameyang makes the co-hosts' squad but his two brothers do not.
Aubameyang's father captained Gabon when the country made its Nations Cup debut in 1994.
Any chance of turning this month's tournament into a family affair were shattered by Rohr, with former AC Milan juniors Catilina and Willy among seven players cut from the preliminary squad.
Pierre-Emerick and Willy, who last season played for Scottish club Kilmarnock, were both at the 2010 finals but older brother Catilina missed out because of injury.
The Panthers have been training in Bitam in the north of the country, where the tournament co-hosts played out a 0-0 draw against Burkina Faso on Monday.
Gabon have selected 14 of the 23 players who were at the 2010 finals in Angola where they were eliminated in the first round.
Equatorial Guinea are the other co-hosts for this year's tournament.
