Papiss Demba Cisse's agent says the Senegalese will not be leaving Bundesliga side Freiburg during the transfer window.
The news will dash hopes of the Premier League sides linked to him - Fulham, Sunderland and Newcastle United.
"Nobody was ready to pay the sum - that was the only problem," Guido Niccolai told BBC Sport.
Even with an improved offer, Freiburg cannot sell as they have missed the deadline for arranging the paperwork.

Any German club looking to sell needs to have prepared papers - signed by both the club and the outbound player - by midday local time.
And with Freiburg holding out for more money - 15m Euros according to Niccolai - and Cisse currently in the Senegalese capital Dakar as he prepares for an international, no move will happen.
"It's 100% that he will stay with us - and we are very happy," Rudi Raschke, Freiburg's Head of Communications, told BBC Sport.
"But the whole thing may start again in January."

The Senegalese striker scored 22 times in 32 Bundesliga matches last season and has started the new season in a similar vein of form.
The 26-year-old has already bagged four goals from Freiburg's first four matches of the season.
Cisse is expected to lead the line for Senegal against DR Congo on Saturday in Dakar, where a home win would secure the hosts' qualification for the 2012 Africa Cup of Nations.
One African who will be joining Cisse in Germany is Tunisia's
, who will spend the season on loan at Cologne from Swiss club Young Boys.
On its website, Young Boys says the Bundesliga side has an option to buy the 24-year-old at the end of the season.
