Shrewsbury will have to settle for a place in the League Two play-offs despite a convincing win over Oxford.
Graham Turner saw Town's hopes of automatic promotion ended by
Wycombe's 3-1 win over Southend.
Mark Wright scored Town's first goal, Oxford goalkeeper Ryan Clarke palming the winger's low drive into the near post into his own net.
Dave Davies made it safe after a surging run before Lionel Ainsworth added a third from the edge of the box.
Shrewsbury will now face Torquay in the play-off semi-finals.
And the Shrews will now need to go one better than their
play-off final defeats if they are to return to the third tier for the first time in 14 years.
Meanwhile, Oxford finished 12th in their first season back in the Football League, recording their highest finish in seven years.
The first half was bereft of action at the Greenhous Meadow, although there was a five-minute spell when Town fans were celebrating Southend's lead over Wycombe - a scoreline which would have promoted Shrewsbury, although a Chairboys leveller soon ended that.
The home side took the lead through top scorer Wright's 14th goal of the season, although Clarke should have done better.
And, moments later, their fans were celebrating what they thought was a Southend equaliser, but the home end turned silent when it was revealed that the goal had actually gone Wycombe's way.
Town looked to kill off the game but Matt Harrold's downward header was kept out brilliantly by U's keeper Clarke.
Oxford, with little to play for, had few chances but right-back Damian Batt missed a glorious chance to equalise, firing wide from six yards out.
Davies made them pay from the edge of the area and substitute Ainsworth left the result in no doubt after controlling the ball and finishing from 18 yards.
