Cigarette packets were collected at football grounds.

A report published today by the Tobacco Manufacturer's Association shows that a third of cigarettes smoked in UK towns have been bought on the blackmarket - and one of the worst offenders is Southampton.

The figures are based on an analysis of discarded cigarette packets collected at a host of Premiership football grounds over the past three seasons.


Southampton came third, with 32 per cent of packets being foreign, and so non-duty paid. the Tobacco Manufacturers' Association are calling for the Government to review their policy on duty.

The group claims that one in three cigarettes smoked in Britain avoids taxes. The Treasury is losing £4 billion a year in revenue, and legitimate retailers are also losing out.
