Members of the NASUWT in every school in Southampton and Portsmouth will be asked to consider working to rule in response to teacher shortages.

The union says the situation has reached breaking point, with some vacancies remaining unfilled for months.

Industrial action would result in many problems, particularly for secondary schools, and could result in children being sent home early.
