Minister for Health: Dr Manto Tshabalala-Msimang

Tshabalala-Msimang is highly regarded by Mbeki but is unpopular throughout the country and internationally. Despite some achievements in delivering health care, her HIV/Aids policies have been nothing short of disastrous. At first an Aids denialist, then ordered by the courts to start delivering drugs to vulnerable HIV/Aids victims, she continued to be obstructive even in the face of court orders. She is now slowly rolling out the drugs to hospitals and clinics but has few friends in the Government or in the country.
