WAR DECLARED BY AUSTRIA.

OFFICIAL PROCLAMATION IN VIENNA.

HOSTILITIES BEGUN.

Austria Hungary declared war on Servia yesterday.

The declaration was made at noon to the Servian Government by means of an open telegram. The Austro-Hungarian forces followed up this declaration by seizing two Servian vesels at Orsova, on the Danube, together with a number of boats.
