Members of the House of Lords. This includes life peers, Church of England archbishops and bishops, and hereditary peers who have retained their seat in the House of Lords;
Those aged less that 18;
Citizens of other European Union countries (however they can vote in local government and European Parliamentary elections);
Citizens of any other country apart from Commonwealth countries and the Irish Republic;
Sentenced prisoners;
Those convicted within the previous five years of corrupt or illegal election practices;
People with mental disabilities who are incapable of making a reasoned judgement.
