Do EMC limits protect broadcasting as intended?

Abstract
Broadcasting below 30 MHz is under threat from emissions from new broadband telecommunications systems exploiting existing mains and telephone wiring. Protection requirements for radio reception are derived and compared with the protection afforded by various emissions-limit proposals. A suitable limit is described; most other proposals are shown not to satisfy the intention of the EMC Directive to allow radio to "operate as intended".
