Some train passengers have complained about penalty fares they think they should never have been charged. So has that happened to you? Have you paid a penalty when you couldn’t buy a train ticket because the ticket office was closed? Maybe the ticket machines were out of order? And were staff prepared to use their discretion when dealing with your complaint?
