Plans to fence off the River Wharfe, where it runs through a popular park in the West Yorkshire town of Otley, have triggered an angry public reaction. The recommendation from ROSPA for a metre high security fence running along the river bank in Wharfemeadows Park has been branded “an outrage”. It has been proposed following the deaths of two teenagers in a park pond in Leeds.
