How to avoid problems with our neighbours

A quarter of households are in a state of open dispute and over three quarters of us don't want closer contact with our neighbours according to two recent surveys. What can be done to create a greater sense of community amongst us? Kevin Harris spent 19 years advising the Home Office on community issues and now runs a consultancy looking at local neighbourhoods.
