West Bromwich has no cinema, no independent bookshop and no theatre. But it is getting a £50 million art gallery called ‘The Public’ after the area was declared a centre for culture. West Bromwich is one of the latest places to put culture at the heart of its regeneration plans. But what is the point of bestowing a fancy new title and funding on a place in need of much more than a new gallery? And is too much emphasis being placed on ‘the arts’ in the hope they can magically turn our towns and cities around?
