My nephew lives in St. Louis USA and is with his school has attached tags to some monarchs so they can be identified when they arrive in Mexico! "Slim" Chance
While waiting for the replanted forests in Mexico to mature why couldn't an "artificial" structure be used? Biodegradable of course when the true forests mature. As for Monarchs themselves, yes they are beautiful, but for a magic, other worldly, fantasy experience try walking through a meadow on a full moon night and being met by a "Luna Moth!" I would like to share a forthcoming book I came across recently at a book fair called Nomads of the Wind. It features the incredible feat of the Monarch Butterfly on there 2,000 mile journey, followed by the award-winning nature photographer Ingo Arndt. I lived in Santa Cruz, CA for a couple of years - the Monarchs could be seen every year at Natural Bridges and Lighthouse Field state beaches - one of the things I miss most having moved back to the UK. You might want to draw attention to the work that was done by Len Wassenaar and Keith Hobson about a decade ago, looking at the hydrogen and carbon stable isotope composition of monarchs passing through areas of the US. By comparing caterpillars over a wide area of the US and Canada with those of butterflies emerging from pupae in Mexico, they were able to link wintering sites with natal locations in the US. I am flying out to Mexico on 27th of February to film the Miraculous Monarchs for a film i am making called Butterfly HIghway. I will be there for March as the butterflies start their migration north hopefully capturing the colours and beauty.
