So playing a CD out is fine under the current licence, but if you play it as an MP3 from your laptop you have to pay an extra £250? Whats that about?!

We spoke to Peter Leathem, he's director of business affairs at the PPL.
Whats going on Peter, if there's already a PPL fee for playing out, why an extra one?
'If someone is going to copy a sound recording they need a licence to do that. You cannot copy a sound recording without permission, so if you copy onto laptops you need a licence. A £200 fee was simple, we didn't want a varying structure, that would be difficult.'

How are you going to enforce this?
'We've been trying to educate the market, there's been adverts in DJ mags and across the industry. Then we will take things forward with enforcement steps so that clubs and bars are not employing people without a licence. It's a measure of education and enforcement. Similar to the record industry with downloads.'

How will you know if people are paying it?
'At the end of the day you don't have to DJ using a laptop, if its not worth your while spending the £200 then don't do it.'
