Detective Inspector Reid is instructed by his superior Commissioner Monro to step down an undercover operation put in place during the docker's strike. Reid questions the reason for this and is promptly reminded of his place. He then enrages his boss further by asking questions about Scotland Yard's handling of the mysterious death of a political pacifist - Monro's reaction and new evidence spurs Reid on to dig deeper into the case.
