In Scotland, we're no strangers to rain... But more and more often, homes are being flooded, livelihoods are being lost and people are left wondering why it's happened again. With the cost of flooding expected to more than treble in the next 20 years, questions are being raised about how Scotland copes with heavy rain. Fiona Walker investigates whether the authorities are ready for the deluge ahead or do we have to accept that sandbags are the new norm?
