It's looking for ways to increase private sector involvement and to boost investment. So what future for the body that currently manages the network in England? With the CBI calling for it to be scrapped, and with criticism from local authorities and motoring organisations, Allan Urry road asks whether it's the end of the road for the Highways Agency?
