As councils across the North West face difficult choices about cuts in services, an exclusive Inside Out North West investigation has revealed that local authorities are sitting on a hidden fortune. Nearly half a billion pounds-worth of paintings, sculptures and other artefacts is being exhibited and stored by the region's museums. So is it time to sell off the public silver? Jacey Normand reports. John Amaechi looks at the role the Northwest played in the fight for gay rights and asks whether homophobia really is a thing of the past.
