Most posts about this on the internet say it's when the cat stops growing - which is at around a year... But thank-you also to Ian for getting in touch and pointing out that the Governing Council of the Cat Fancy rules say that a kitten becomes a cat at nine months old. So if that's the official view, then I guess that is going to have to be my answer.
