Synopsis
President Bush and his supporters have consistently compared what the US-led coalition is doing in Iraq with the American occupation of Japan after the Second World War. A pro-western parliamentary democracy was created by military occupation then, the argument goes, so it can be again.
But most expert historians disagree, dismissing the analogy as both false and dangerous. Mark Whitaker looks at the debate, and also explores what international law allows occupiers to do – and what it rules out.
