Julian Pettifer reports from British Columbia, which has just announced the toughest measures in North America to combat global warming. The city of Vancouver is pioneering 'eco-density', environmentally sustainable high-rise developments as an alternative to the more typical urban sprawl of large family homes. But can the drive to cut carbon emissions be squared with existing plans for major urban motorway expansions to foster economic growth?
