BBC Chairman Michael Grade has responded to the Secretary of State's announcement today of plans to ensure the new BBC Trust has a balance of change and continuity.

Michael Grade said: "The new BBC Trust will have to serve licence fee payers effectively from day one.

"I welcome the Secretary of State's decision to balance the need for change with a measure of continuity.

"The three Governors going forward to join the eight new Trustees bring skills in property, finance and editorial issues which are currently being applied in key areas of the Governors' business and are critical to the transition to and early operation of the Trust.

"The existing Board of Governors remains dedicated to its public service duties and all my colleagues will continue to work on behalf of licence fee payers for the duration of this Charter.

"On a personal note, I am grateful to all the Governors alongside whom I have served since arriving as Chairman.

"The Governors began the process of radical reform two years ago and accepted the Government's decision last year to replace the Board with a new structure in the best interests of the licence fee payers."
