HUGH: Well, this tense is used to describe background events - things which were going on when something else happened.

It’s quite complicated, but listen to this example:
‘It was raining when I phoned.’
It was raining (that’s the Past Progressive) -
when I phoned (The Past Simple).

It was already raining when I phoned and it continued to rain. It was raining when I phoned.

HUGH: Point one. The Past Simple is used for almost all past events which have been completed but…
Point two. The Past Progressive is used for things which are going on as the other actions took place.

Objaśnienia:
Czas Past Continuous określa czynność, która odbywała się w przeszłości przez dłuższy czas.
Czynność ta często stanowi niejako ‘tło’ dla czynności krótszej, która ją przerywa.

Dłuższą wyrażamy czasem ciągłym, krótszą – prostym.
Np: You were reading when I came in (Czytałeś, jak przyszłam)
Czasu ciągłego użyjemy również, kiedy chcemy powiedzieć, że kilka czynności trwało w przeszłości jednocześnie I was watching TV while you were cooking.
